About Us
The company’s operations in Iran began at the end of March 2017 (Esfand 1395 in the Iranian calendar). Prior to that, from 2011, the company operated under the similar name “Mehr Javedan” in the Kurdistan region of Iraq. Moreover, the company’s activities commenced in early 2009, even before its official registration, focusing primarily on the export and transit of diesel products from Iran to Afghanistan.
Following its formal registration in Erbil, Kurdistan, Iraq, the company expanded its operations to include the consignment purchase of fuel oil and naphtha for transit to Dubai. With the advent of the 13th administration in Iran and the introduction of certain restrictions on the transit of petroleum products to Afghanistan, which had already started in the final months of the 12th administration, the company succeeded in obtaining a permit under the name “Mehr Javedan” for the transit of products from Kurdistan, Iraq, to Afghanistan.
It is noteworthy that the company’s commercial activities have been predominantly conducted with foreign customer investments, with the company primarily managing purchase and consignment operations. Consequently, export licenses for goods have been issued under the names of the manufacturing companies owning the permits. The company’s organizational structure is depicted in the diagram below.

Between 2009 and 2013, over 15,000 tons of diesel, fuel oil, and naphtha were transported from Erbil, Iraq, to Afghanistan and Dubai. All these operations were conducted under the country’s transit regulations and with official permits from Iranian customs. Additionally, between 2014 and 2015, the company managed the transit of Turkmen gasoline from Bandar Anzali to Sulaymaniyah, Iraq. Before the company’s official establishment, it acted as a purchasing and goods transfer manager on behalf of the Iraqi buyer company. The volume of this operation was 8,000 tons, equivalent to the capacity of two small ships.
Since the establishment of Javedan Energy Mehr, official contracts have been signed with two companies—Sadra Naft Parsian in Alavijeh, Isfahan, and Petro Amout Pouya in Saveh—for the production and export of light hydrocarbons (non-refinery gasoline). However, due to the inefficiency of these factories, the company was forced to halt its operations.

Our Activities
The volume of these activities approximated the production and purchase of over 1,000 tons of high-octane light hydrocarbons from these two factories, which were exported using the company’s own permits for its clients.
In the field of petroleum product transit, such as gasoline and diesel, although limited activities had previously been undertaken, in recent years, due to restrictions imposed on surplus production supply by the National Iranian Oil Company and the emergence of certain commercial regulations and limitations on the export and transit of petroleum products, the company was compelled to take significant steps toward production to deepen its export operations.
To this end, the company applied for a permit to allocate crude oil feedstock for constructing a small refinery with a daily capacity of 10,000 barrels. This refinery is designed to utilize the latest process models to maximize the production of petroleum products such as gasoline and diesel.
